The Snowblock is created by combining four snowballs in the crafting window. It is a handy way of transporting snowballs as it stacks up to 64, where as the snow balls only stack up to 16. To get it to return back to a snowball place it on the ground and hit it with a shovel giving back 4 snowballs.

How to get snowballs for creating snow blocks

A great way of farming snow balls is to create a Snow Golem in a fenced off area or within some blocks with a hole at the bottom so you can hit the newly created snow with a spade and it will create the snow balls for you to collect. This way you can pretty much create unlimited snow.
